The City is currently monitoring the now fully operational South Columbia/Talley/Shadowmoor signal. Adjustments will be made to the signal timing to improve traffic flow on all approaches of the intersection. Please be patient as we work to find the optimal timing that accommodates all vehicular and pedestrian movements.
Shadowmoor Drive is now a part of the intersection. When Shadowmoor gets a green please proceed through the entire intersection, you no longer need to stop at Talley!

The S. Columbia/Talley/Shadowmoor signal is now fully operational. The all-way stop signs have been removed and traffic will be controlled by the signal; Shadowmoor Drive will be included in the signal operations of this intersection. This intersection serves as a Safe Route to School route for elementary students so please proceed with caution.

If weather permits, the final phase of the downtown cycle track connecting Commerce Drive with McDonough Street will begin Monday, Feb. 10. The work will take place on the northern/Courthouse side of West Trinity Place and is expected to take about 4 weeks to complete. West Trinity Place will remain open to traffic throughout the process but motorists should expect occasional delays. For updates on this project and others, visit decaturmakeover.com

The Decatur City Commission has re-elected Patti Garrett to serve as Mayor for 2020 as well as Tony Powers to serve as Mayor pro tem. Garrett was elected to the City Commission in 2009 and has served as Mayor since 2016. Powers was elected to the City Commission in 2015.
Newly elected Commissioners Lesa Mayer and George Dusenbury were also sworn in at the Jan. 6 City Commission meeting. Dusenbury and Mayer join Mayor Patti Garrett, Mayor pro tem Tony Powers and Commissioner Kelly Walsh. City Commission meetings are held on the 1st and 3rd Mondays at 7:30 p.m. in the City Commission Meeting Room, Decatur City Hall, 509 N. McDonough Street. The City Commission holds an annual retreat to set its work plan and goals. The 2020 retreat will be held January 30-31 at Brasstown Valley, Young Harris, GA.
The Decatur City Commission elects one of its own to serve as Mayor and Mayor pro tem annually at the first City Commission meeting of the year. Both the swearing in and the election as well as all City Commission meetings may be viewed on streaming video on the City of Decatur’s website at decaturga.com.

Decatur’s Lifelong Community Advisory Board’s Taxation and Affordability Committee is hosting a Third Thursday information session for City of Decatur residents to learn more about the new homestead exemptions that will come up for vote on the November 8 ballot. Please join us on Thursday, October 20, 6:30 p.m., at Decatur Recreation Center, 231 Sycamore Street, to learn more about the exemptions.
A panel from City Schools of Decatur and City of Decatur will answer questions and provide information about these five homestead exemptions. One of them is an exemption from school property taxes for homeowners over the age of 65—an exemption that expires in five years when it will be re-evaluated.

A message from Captain Violante with the City of Decatur Fire Department:
The City of Decatur and Dekalb County have 2,100 homeless school age children and their families who are in need this winter. We are asking for your help to assist individuals in need this season. Please donate non-expired food items or a winter coat. The City of Decatur Fire Department will be collecting items until December 19. All items will go to Decatur Cooperative Ministries as they help families who face homelessness settle into safe, stable homes.
DCM offers comprehensive services helping to prevent, endure, and overcome homelessness. Drop off items at either of the City of Decatur Fire Stations (230 East Trinity Place or 356 West Hill St.), the Decatur Recreation Center (231 Sycamore St.), or City Hall (509 N. McDonough St.).

As part of its 2014 annexation master planning process, the City of Decatur is currently accepting petitions to request annexation as well as requests to not be annexed. To be considered in the upcoming process, all completed petitions are due to the City Manager’s Office by Noon, Monday, October 20.

City of Decatur residents have six days to give their feedback (via Open City Hall) about the City of Decatur’s proposed FY2014-2015 budget.
The City of Decatur’s Revised 2013-2014 and Proposed 2014-2015 budgets have been presented to the City Commission and is available to the public for review. The City’s budget is scheduled to be voted upon by the City Commission on June 16, 2014.

Background
The City Commission is considering balanced budgets that maintain existing service levels at the existing millage rate. Highlights of the proposed budget include:
The proposed 2014-2015 budget reflects the City’s “vision-based” budgeting process which is guided by the 2010 Strategic Plan and the results of citizen and employee surveys that provide an understanding of the community’s priorities. Five interdepartmental vision-based budgeting teams convened around the four 2010 Strategic Plan principles and one team focused on support of exceptional public service based on innovation, professional expertise and creativity. In addition to descriptive narratives around each strategic plan principle, the budget quantifies how each principle is supported financially.
The proposed 2014-2015 General Fund budget totals $21,830,940. This is $1,177,150 higher than the adopted 2013-2014 budget of $20,653,790. The proposed 2014-2015 budget anticipates contributing $769,930 to fund balance. This would result in a remaining fund balance of approximately $5,862,150 at June 30, 2015 or approximately 27% of the operating budget. The City’s financial policies recommend maintaining a fund balance between 20-30% of the operating budget.
Overall, the budget combines conservative revenue estimates, prudent expenditure requests, responsible use of fund balance and a commitment to the city’s strategic plan and long-term vision.
