The City of Decatur, the Decatur Development Authorities (DDA), and Legacy Decatur have announced the creation of a small business loan program in response to the financial challenges presented by the COVID-19 pandemic. A total of $500,000 is being made available as part of this initiative, with $400,000 coming from the City of Decatur and $100,000 pledged by the DDA, with additional charitable contributions through efforts of Legacy Decatur, a 501(c)(3).
To contribute towards the fund, click here. Donate $100 or more and Legacy Decatur will place a yard sign at your address.
If you are a small business owner in the City of Decatur and wish to apply for the loan, visit the Resources for Decatur Businesses website. The application is thru an online portal that will be available 8am on May 5 thru 5pm on May 15, 2020.

The City of Decatur has decided to cancel all planned summer camps for this summer. This includes Legacy Park Day Camp, all E Camps, sports camps, tennis, and swim camps offered by the City of Decatur’s Children and Youth Services and Active Living divisions.
We will be processing refunds for all enrolled campers in the coming weeks (this is a laborious process so please be patient with us as we work through all our camp registrations).
This decision was made primarily due to the current public health environment in our state and in DeKalb County. We reviewed guidance for child care programs, schools and camps from the CDC regarding safe conditions for programs to operate. The most important factor is that our community needs to be in Phase 2 of the COVID-19 pandemic wherein we are seeing a reduction in cases over the previous 14 days, availability of testing is widespread, and contact tracing is robust and accessible in the area.
Our first priority is the health and safety of our children, families and employees. With that in mind we will not operate programs until we see evidence that our community has solidly entered Phase 2 and we are equipped to be able to mitigate the risks of spreading COVID-19 within our programs (temperature checks, personal protective equipment for all employees, etc).
If conditions improve and the Phase 2 status is achieved in our area, we may offer some daily All Day Camps in July. In the event we are able to offer those programs, we will send you an email notification so you can enroll on a per-day as-needed basis.
We plan to be back in Summer 2021 with exciting camp offerings – mark your calendar for registration the first Saturday in January 2021.

The May test of the Tornado Outdoor Warning Siren System will happen tomorrow, May 6th at 5 p.m. The test should last approximately one minute. Should the weather become inclement, the test will be postponed until Thursday, May 7th.

The City of Decatur, the Decatur Development Authorities (DDA), and Legacy Decatur have announced the creation of a small business loan program in response to the financial challenges presented by the COVID-19 pandemic. A total of $500,000 is being made available as part of this initiative, with $400,000 coming from the City of Decatur and $100,000 pledged by the DDA. The public will be able to contribute to the program by making a tax-deductible donation through Legacy Decatur.
The no-interest loans are for a period of four years with repayment beginning 12 months after the state of emergency order is lifted. The repayment plan can be for a period of up to three years following that date, and they can be repaid without a prepayment penalty. Any small business in Decatur employing between two and 30 full-time or full-time equivalent employees is eligible, so long as they were open and operational as of March 1, 2020. Depending on various factors in the application process, including the number full-time employees, eligible businesses will be considered for a loan of up to $25,000.
The loans are being administered by the DDA, and businesses interested in applying are encouraged to visit Decatur’s business resources webpage for updates and for the loan guide. The online portal to submit an application will open at 8:00 a.m. on May 5, 2020, and the deadline to apply is 5:00 p.m. on May 15, 2020. In the event that the loan fund is over-subscribed, a lottery method will be used to select which businesses from the group of qualified applicants will receive the loan. Loan distributions are expected by the end of May.
The DDA has also created an interactive webpage detailing which local businesses are remaining open during the COVID-19 pandemic and their updated operating hours, which can be accessed through DecaturGA.com.

Beginning Monday, May 4, the collection of yard waste will resume. The health and protection of our employees and community are our top priority. We want to make sure they can do their job safely and return home to their families safely. Conserving our resources now will help ensure that we have the capacity to pick up everybody’s garbage and recycling in the future. Yard Waste Collection Requirements
· Yard trimmings must be placed into single-use yard waste bags or a container no larger than 32- gallons.
· Bundles of sticks, hedge clippings, and small brush must be securely tied and not exceed 4 feet in length or 50 pounds.
Given the highly dynamic response to this pandemic, we will continue to monitor the ongoing situation very closely and adjust our services as circumstances dictate.

Sanitation Requirements
· Set Out Time. All garbage, trash, recyclables, yard trimmings, furniture and appliances for collection must be ready for collection by 7:30 a.m. on collection day. (See code section 82-34 (e) in the City of Decatur Code of Ordinances.) Arrival times will vary due to many conditions, but no collector will arrive before 7:30 a.m.
· Containers on the Curb. Refuse and recycling containers may be not placed at the curb before 5 p.m. the day before collection and must be removed from the curb by midnight on collection day. (See code section 82-34 (f) in the City of Decatur Code of Ordinances.)

Although the Governor’s shelter-in-place order expired at midnight on April 30, there are preventive measures that continue to be required and necessary to slow the spread of COVID-19.
Individuals, businesses, governments and other institutions need to continue to rely on guidance from the CDC (www.cdc.gov) and public health professionals as we consider next steps in our measured and gradual reopening efforts. Mayor Patti Garrett “urges residents to continue staying at home except for essentials. DeKalb County has the second highest number of confirmed cases of COVID-19 in the state and staying home is the most effective measure we have to prevent the spread and save lives. City of Decatur facilities remain closed to the public.”
Safe social reopening of our communities is dependent upon our compliance with this guidance as well as the availability of widespread testing and contact tracing protocols. Even after the testing and contact tracing are in place, we must continue to protect ourselves and our neighbors to keep our community safe. Let’s remain vigilant in our fight against COVID-19.

Every other year for the past 14 years, the City of Decatur has surveyed its residents with the assistance of the National Research Center (NRC.) A few weeks ago the NRC mailed out the 2020 survey to a random sample of Decatur residents. If you didn’t receive a postcard you were not one of the 1,700 households randomly chosen this time.
Does learning that make you sad? If so, we have good news that may turn your frown upside down. By clicking on the link below, you now have access to an opt-in version of the 2020 survey. Any interested city resident can submit feedback via the survey tool through Thursday, May 14.
