Community members are invited to participate in a survey on current and future transportation options. An important component of a great community is the ability to easily get from one place to another, within and outside its boundaries.

This survey will gather information from City of Decatur residents regarding the transportation options currently used, and help us plan for future options.

The Lifelong Community Advisory Board looks forward to receiving suggestions on options you would like to have in the future. Help make Decatur a place for a lifetime – for people of all ages and abilities.

The City of Decatur’s primary interest during the 2016 Georgia General Assembly session is to support the passage of homestead exemption legislation amending and creating tax relief for our resident homeowners, particularly for seniors.  Mayor Patti Garrett said, “Property tax relief for long-time residents who have been a part of our community for many years is our top priority, and we are focused on getting homestead exemption legislation passed this session.”

School Board Chair Annie Caiola said, “Over the past decade there have been significant austerity cuts to the State’s education budget, meaning that local residents have had to pay more and more property taxes in order to maintain the strength of our school system.  The increasing property taxes are forcing too many seniors out of our community, and it needs to stop.  The City Schools of Decatur School Board strongly supports legislation that will exempt our seniors from ad valorem school taxes.”

Proposed homestead exemption legislation would authorize referendums in November, 2016 and, if approved by the voters, would be effective in 2017.

In the 2015 General Assembly HB 663 was adopted by the Georgia House of Representatives that authorized a referendum to annex areas to the east of the existing city limits of Decatur.  “We have new City leadership, a new School Superintendent and new Board of Education leadership,” said Mayor Garrett, “and we need to look at a variety of issues, including annexation, so we will not be pursuing adoption of HB 663 by the Georgia Senate during the 2016 session.”

It is anticipated that the City Commission and the Board of Education will revisit annexation later in 2016 to determine what options should be pursued in the future.

Due to the forecasts for inclement weather tomorrow, the test of the outdoor tornado warning siren system will take place on Thursday, February 4th at 5:00 p.m. The test should last approximately one minute.

Decatur Craft Beer Festival has been nominated in USA TODAY’s 10 Best Readers’ Choice travel award contest.

Every other year for the past 10 years, the City of Decatur has surveyed its residents through the National Research Center (NRC.) Today the NRC sent out a postcard notification announcing the 2016 survey to a random sample of Decatur residents. If you don’t receive a postcard in the coming days, you are not one of the households randomly chosen this time.

The actual survey will be sent out twice on February 5 and February 12 to the random sample. The survey is completely anonymous and we only get the final tabulations from NRC. If you are one of the lucky ones to receive the survey, please make sure to fill it out and send it back via mail or online. We’ve had a 40% response rate for the past five surveys, which is fantastic but we want more!

DeKalb County currently has a 48″ water main break on McClendon Avenue between Tanner Drive and Brook Drive, northeast of the city of Decatur. DeKalb has turned the water pressure down in order to make repairs.  Currently the break is not affecting City of Decatur residents, but if it becomes necessary to turn the water off to make repairs, city residents on the east side of Decatur may be affected.

Mayor Patti Garrett will deliver her first State of the City Address at the Decatur Business Association (DBA) Meeting on Tuesday, January 26 at the Courtyard by Marriott Decatur Conference Center.  Reception and networking begin at 5:15 and the program will start at 6 p.m.  The community is invited to attend.

Mayor Garrett has some special surprises in store including a guest appearance by Decatur resident and 2012 U.S. Poet Laureate Natasha Trethewey who will close out the program by reading her poem Meditation At Decatur Square.  Natasha won a Pulitzer Prize in poetry in 2007 and she is Professor at Emory University.  She debuted Meditation At Decatur Square at the Decatur Book Festival last year.  Mayor Garrett said “it is a distinct honor to have Natasha come and read it again at the close of my first State of the City Address.”

Watching the Weather Reports

We are monitoring the weather and the weather reports and will let you know if there any issues, power outages, or road closings over the week-end.

The Decatur Recreation Center closed at 5 p.m. and all classes scheduled for Saturday, January 23 are canceled.  We have posted retail and restaurant closings/openings on this blog and will update it during the weekend.

The prediction is the rain will change to a rain/snow mix between 4:00-6:00 and then to snow later.  Accumulation of less than an inch is expected in the Decatur area.

Temperatures are predicted to go below freezing at about midnight and remain below freezing until about noon on Saturday.  Bridges and overpasses will be susceptible to ice and freezing conditions before roadways.  We may have patchy ice in locations throughout the city.

We encourage you to stay in place for this evening and tomorrow morning.

Saturday we expect high winds and with the rain-soaked ground, there is the potential for downed trees.  We are prepared and will keep you updated as necessary.

2016 Code Updates and Contractor Information Session

The City of Decatur’s Design, Environment and Construction Division (DEC) is reaching out to all builders and contractors who have previously done work in the City of Decatur to participate in a 2016 Code Updates and Information Session.

Representatives from the Building Section of DEC will be on hand to present information on a variety of topics related to permitting, construction and development in the City of Decatur.

The session will be held on January 25th at 4PM at the Community Room at the Leveritt Public Works Building, 2635 Talley Street, Decatur, GA 30030

This year’s topics will include:
1. New and amended building codes for 2016 issued by the Georgia Department of Community Affairs;
2. Review of common zoning regulations for single family residential properties;
3. High Performance Building Standards Update;
4. Plan Reviews: plan submittals and resubmittals; and
5. Revised procedure for permitting, inspections and project closeout.

The presentation will last approximately 45 minutes. Afterwards, participants will be able to ask questions and enjoy refreshments. Space for this event is limited, so please RSVP to Building Official Mark Ethun at 678-553-6508 or mark.ethun@decaturga.com.

• The city will concentrate on providing a usable travel lane in each direction on major streets and clearing sidewalks near MARTA stations.
• The city will work with City Schools of Decatur to make sure entrances, exits, and driveways at the schools are clear.
• Residents should expect to clear their driveways and sidewalks. It is unlikely that the city will be able to clear interior neighborhood residential streets.
