Georgia’s COVID-19 case rates are climbing following the holiday season. Recent data show that our current case rate per 100,000 residents in Georgia is the highest it has been since the start of the pandemic and at least 60% higher than the summer surge. In DeKalb County, the number of cases over the past 14 day period has increased 10% over the prior 14 day period, and in the 30030 zip code, the number of cases over the same period has increased 11.5% to 873 cases. 

As cases rise, ICU and hospital capacities are struggling to meet the demand. In our hospital region, over 88% of ICU beds are in use. If the situation continues to worsen, it will become harder for hospitals to provide care to every patient in need. As soon as you are eligible to receive the vaccine, schedule your appointment. 

Until you are eligible to receive the vaccine, continue to protect yourself and others by practicing the 3 W’s: watch your space, wash your hands and wear a mask. Remember the people you want to gather with are likely the same people you want most to protect. Avoiding indoor gatherings now can keep you and others safe. 

The city of Decatur’s mask ordinance remains in effect as does the Governor’s Executive Order that requires specific safety measures by restaurants, bars, gyms and other indoor facilities.

The DeKalb Board of Health Vaccine Rollout is currently in Phase 1A+. Eligible groups in Phase 1A+ include:

  • Healthcare workers (physicians, nurses, laboratory technicians, EMS personnel, environmental services, etc.)
  • Residents and staff of long-term care facilities
  • Adults aged 65 and older and their caregivers as applicable
  • Law enforcement, firefighters, first responders

Check the site regularly for updates regarding appointment availability.  Individuals without access to the internet or those with special needs can call 404-294-3700 to obtain assistance from a call center representative. Vaccines will be given by appointment only based on vaccine availability.

The January test of the Tornado Outdoor Warning Siren System will happen tomorrow (01/06/21) at 5:00 p.m. The test should last approximately one minute. Should the weather become inclement, the test will be postponed until Thursday, 7 January 2021.

The third of four Decatur 202 Zoom discussions– this time on equity and racial justice — is scheduled for Thursday, Jan. 14 from 6-8 p.m. The sessions are part of the city’s current strategic planning efforts and drill down on the input provided during the Citizen Roundtables and the Virtual Forums.

Interested participants can get involved by registering on Zoom.

The presentation and discussion format for the two-hour 202 session is the same for all four topic meetings. If you missed the small group discussions and introductory presentations during the previous 202 sessions, check out the recap videos on the Decatur 2030 website.

Completed Camp Registration includes the following:

 Deposit of $25 per camp to hold camper spot (opens at 9 am on the first Saturday in January)
 Completed Camper Information and Release Form for each camper
 Completed Health History Form for each camper

WHEN: Summer Camp Registration begins the first Saturday in January at 9:00 am online. Registration is ongoing until camps reach maximum enrollment levels.

WHAT: Registration for City of Decatur summer programs for children including the following programs: Legacy Park Day Camp including enrichment “E” camps, sports camps. For online registration, a family account must be created in CommunityPass at register.communitypass.net/cityofdecatur. Follow the steps below to prepare for camp registration.

Note: in order to pay a $10 financial assistance deposit you must contact our offices at 404-378-1082 or 404-377-0494. City facilities remain closed due to the coronavirus pandemic. Requires submission of a completed financial assistance application before the end of April.

Before Camp Registration Begins…


1) Plan Your Summer
Review the Camp Playbook to explore the various options for your camper.

Visit the Forms & Documents Page of decaturga.com/cys to find these tools:
□ Camp Planning Worksheet (PDF) – fill out the camp planning worksheet for each camper complete with first and second choices and activity registration numbers.
□ At-a-Glance PDF of all Camps (includes fees, instructors, location, grades/ages)
□ Camp Playbook (descriptions of each camp)

2) All camp registrants will need to visit the City of Decatur CommunityPass site at register.communitypass.net/cityofdecatur. This will allow you to set up your family account in order to register for programs. Proof of residency is required for resident fees and is subject to verification (Acceptable documents include: tax bill, utility bill, rent receipt, current signed lease, or mortgage property deed). Camp registration will NOT occur in RecTrac/WebTrac for summer 2021.

3) Communication Note: As you are setting up your family account, we recommend that you Opt In for all forms of communication from us as well so you don’t miss out on future information from Active Living and Children and Youth Services.

4) Once you have your new family account in CommunityPass, visit the My Account menu. Use Add Child to add all your campers.

5) IMPORTANT!! Forms have been set up as prerequisites to camp registration this year. The camp forms are located WITHIN the CommunityPass software. To expedite your enrollment on registration day, we highly recommend completing your forms BEFORE January 2 at 9 am.

*** Special Note on Forms: Though completing these the first time in CommunityPass will be a chore, after you have completed the form once, those fields will auto-populate the next time you are asked to complete a form!

6) If you wish to apply for Financial Assistance you may complete your application before camp registration. The link to the Financial Assistance Application for camp is available on the Forms & Documents page of decaturga.com/cys. The minimum weekly rate for camps is $40 per camper. A completed application for financial assistance requires submission of proof of income and proof of residency. Note that these documents may be submitted as part of the forms completion process. Use the paperclip icon at the bottom of the Form window to attach files.

Fees are based on a sliding scale based on household size and total members of the household. Proof of residency and income verification are required annually for financial assistance applications. Proof of residency is verified by tax bill, utility bill or rent receipt. Income is verified by one of the following: Copies of three (3) most recent paycheck stubs, letters of supplemental income, Medicaid letters, or copies of the preceding year’s filed taxes naming the children as dependents. All information remains confidential. Families receiving financial assistance for camp may receive an adjusted rate for no more than three (4) weeks of special interest camp per child (special interest includes Sports, Enrichment, Tennis and Swim camps), and up to four (4) weeks of day camp (day camp refers to the K-5th Legacy Park Day Camp program).

On Registration Day:

1) Make sure you have already completed the prerequisite Info and Release and Health History forms for each camper.

2) Have the following at hand: your login information for CommunityPass, a Visa or MasterCard, and your completed Camp Planning Worksheets.

3) Go to: register.capturepoint.com/CityofDecatur and login to your account at 9 am (or thereafter).

4) Select the 2021 Summer Camp Registration option.

5) On the Select Participants Page select each child for whom you will be completing camp registration. *If you HAVE NOT already completed the required forms you will need to DO THIS FIRST – see steps below — If you already completed forms go to Item 8.*

6) On the Select the program(s) page, select both the 2021 Summer Camp Registration and the Annual Child Health History Forms for each child and click on “Continue”

7) On the next page, complete the form for each child and click on “Continue”

8) Camps each child is eligible for will appear under their name. Click the checkbox for each activity you would like to add for that camper.

9) Complete the remaining pages until you reach the Registration Receipt page, click on “Finish”.

10) Pay at least $25 (non-refundable, non-transferable deposit) per camp to hold the sessions. Payment in full at the time of registration is required for after camp care.

11) Review your activities by selecting My Account > My History. If you see any issues with your registration, contact CYS or Active Living within 72 hours of the registration so that we can work with you to correct any mistakes or errors.

After Payment/Before Camp Begins Visit the Forms & Documents Page of our Website:

1) Complete any additional forms relevant to your camper (Food Allergy, Asthma, Financial Assistance Application)

2) Review the Camp Parent Handbook on the Forms & Documents page and contact us with any questions.

3) The balance of your camp fees will be due by April 1, 2021.

2020 Christmas Tree Recycling

Decatur residents may drop off live Christmas trees at Decatur Legacy Park, 500 S. Columbia Drive beginning Monday, December 28 until Saturday, January 9.

Look for signs indicating the drop-off area to the right of the chapel. Please do not leave Christmas trees anywhere else on the Legacy Park property.

The holiday season is in full swing so here’s your friendly neighborhood reminder of the scheduling for City of Decatur Solid Waste and Recycling Services:

  • Regular service for Thursday, Dec. 24, will be on Wednesday, Dec. 23
  • Regular service for Friday, Dec. 25, will be on Thursday, Dec. 24
  • Regular service for Monday, Dec. 28, will be on Tuesday, Dec. 29
  • Regular service for Tuesday, Dec. 29, will be on Wednesday, Dec. 30

Also, please note the holiday scheduling for New Year’s Day:

  • Regular service for Thursday, Dec. 31, and Friday, Jan. 1, will be on Thursday, Dec. 31

The safest way to celebrate winter holidays is at home with the people who live with you. If you’re hosting a small celebration, have conversations with guests ahead of time to set expectations. Everyone can make winter holiday celebrations safer by:

  • Wearing masks
  • Improving ventilation by choosing outdoor spaces or opening windows and doors as weather permits
  • Spacing seating at least 6 feet apart for people who don’t live together
  • Limiting the number of guests and length of the event
  • Washing your hands with soap and water for at least 20 seconds

The City of Decatur, GA is 4.5 square miles in size with a population of 23,000 located 6 miles east of Atlanta. We are an urban city that values and is committed to equity, inclusion and diversity. I am proud to announce that Decatur passed a non-discrimination ordinance in November, 2019. The ordinance prohibits local businesses from discriminating based on sexual orientation or gender identity, as well as race, religion, color, sex, disability, national origin, ancestry, age or military status. Discrimination is prohibited in the areas of employment, housing, and public accommodation. No federal or Georgia state law expressly prohibits discrimination based on sexual orientation or identity.

We followed in the footsteps of the city of Atlanta and four other DeKalb County cities becoming the 6th city in Georgia to adopt a non-discrimination ordinance. Decatur is committed to the values of equity, inclusion and diversity and the adoption of this Ordinance was a tangible way to demonstrate that commitment.

In addition, we passed a Resolution urging the State of Georgia to adopt a broad and comprehensive hate crimes act through prompt legislative action stating that “the Mayor and Commission believe that such hate crimes act should protect the widest range of vulnerable persons.”

We appreciate the HRC and the MEI team working in partnership with us to modify some of the language in standards geared to large cities in order to reach and include smaller municipalities who strive to ensure LGBTQ inclusion in all areas of community work, life and play. Working with HRC and the MEI team, the city of Decatur was able to identify areas to codify existing practices, pass ordinances and document our commitment and in doing so, raise our MEI score from 51 points in 2017 to 86 points in 2020. We are proud of the accomplishment!

The 2020 Strategic Plan update, Destination 2030, is back in full swing, and we want to hear from you! A lot has changed since Opening Night back in January, when we launched the Roundtables process in a room of 600+ people, full of hope for the new decade. Halfway through those discussions the emergence of the COVID-19 pandemic put us on hold while civil rights demonstrations unfolded here and around the country, highlighting challenges and inequities that we aim to address in our emerging plans.

In September we wrapped up the remaining Roundtables. Now we’re diving into their biggest topics: Equity and Racial Justice, Climate Change, Civic Trust, Housing, Transportation, and Economic Development.
