The proposed Decatur Tree Conservation Ordinance is available along with the administrative standards that will be use to implement the new provisions. Several elements of the proposal would significantly change the City’s approach to tree conservation as compared to the current ordinance, and we want your opinion.

In October 2013, the City Commission passed a 90-day moratorium on tree removal.  Additionally, they fast-tracked the development of a new tree ordinance that would reflect current best management practices in the industry.

That effort has been underway with the assistance of tree consultant, Connie Head of Technical Forestry Services, and the City Commission is scheduled to consider the recommendations at their regular meeting on January 21st at 7:30pm.  Please review the materials and provide your opinion using Open City Hall.  The forum for this discussion will be open from January 16th – January 21st (noon).

Administrative Standards

Draft recommendations were presented to the City Commission during a work session on January 6th.  A recording of the presentation is available online here.

What are the major changes proposed in the new ordinance?

  • Hire a full time City Arborist.
  • Switch to measuring tree canopy instead of tree density.
  • Set a city-wide canopy coverage goal.
  • Create one class of protected trees.
  • Define boundary trees and establish rules for their protection.
  • All protected tree removals or disturbance will require a permit.
  • Permit applications will require consultation with a certified arborist.
  • The existing canopy coverage of a property and proposed scope of work will determine replanting requirements.

We welcome all comments and questions.  Please review the materials and provide your opinion using Open City Hall.  The forum for this discussion will be open from January 16th – January 21st (noon).

Draft recommendations for a new tree ordinance were presented to the City Commission during a work session on January 6th.  Recent community concerns have brought an increased level of urgency to the subject, prompting city commissioners to pass a 90-day moratorium on tree removal in October, 2013.  Additionally, they fast-tracked the development of a new tree ordinance that would reflect current best management practices in the industry.

That effort has been underway with the assistance of  tree consultant, Connie Head of Technical Forestry Services, the Environmental Sustainability Advisory Board, and engaged stakeholders who have provided their input to the process.

A recording of the presentation is available online at decaturga.com

The presentation documents are provided below, which accurately reflect the policy goals and operational structure of the proposed ordinance.  The ordinance draft is currently being revised to ensure consistency with these goals, and will be available shortly.  We apologize for the delay.

How Decatur manages its tree canopy has always been a component of the Unified Development Ordinance initiative currently underway. However, recent community concerns brought an increased level of urgency to the subject, prompting city commissioners to pass a 90-day moratorium on tree removal and fast-track the UDO’s tree-related requirements. That effort is now in process and its work-in-progress will be presented and discussed Wednesday, December 11.

Updated information is now available regarding the proposed temporary moratorium on single-family residential structural demolition and large tree removal as a part of construction or renovation.  This proposal was initially made available on October 14, 2013 as a single ordinance.  However, after public review and feedback, the two issues have been separated into individual ordinances that can be discussed and acted upon separately.

The City Commission will discuss the proposals during the work session and regular meeting on Monday, October 21, 2013 at Decatur City Hall, 509 N. McDonough St. Both meetings are open to the public.

  • 6:30pm- Work Session
  • 7:30pm- Regular Meeting

If either or both proposals are adopted, the properties affected would be limited to those  zoned R-60 and R-85 Single Family Residential. Each moratorium would be effective through Jan. 24, 2014.

artrospective-logo

The Decatur Arts Alliance marks its milestone 25th anniversary with Artrospective – an exhibit at the DeKalb History Center.  Artrospective opens this evening in conjunction with the Decatur Business Association (DBA) meeting.  Artrospective highlights the history of the event growth from humble local beginnings (think begging people to participate and very few restaurants open in the evenings) to the regional blockbuster success (i.e. Southern Living highlighted it on their Georgia calendar in May) it enjoys today.

The collection features festival posters and logos, T-shirts, press clippings, and loads of festival memorabilia.  A collection of photos taken on the square in the early 1990s provides a unique perspective on the evolution of the city.  The exhibit is curated by Decatur Active Living Assistant Director Cheryl Burnette who served as the executive director of the Arts Alliance and managed the Arts Festival from 1999 to 2008.

The DBA meeting begins at 5:15 p.m. with a reception and networking session.  The program and ribbon cutting for Artrospective begins at 6 p.m.  Free to DBA and Arts Alliance members; $10 for non-members.  Artrospective will be open in the History Center through the end of September and is free and open to the community.
