storm water
Both structures (i.e., manholes) on the east side of North McDonough Street have been set and the first “stick” of 54” pipe has been installed in the south line on East Maple Street. This area is a jumble of underground utilities – water and lines, gas lines, power, telecommunication facilities including phone and fiber optic lines.  Several private storm drainage lines have been encountered as well.  These will be connected to the new system.

This week, the contractor will continue efforts  to clear North McDonough and begin the repaving process.

Traffic control measures will remain in place on North McDonough Street, so expect traffic delays.

The proposed location of the new 48” north storm line has slowed construction somewhat due to utility conflicts  and the line’s proximity to existing construction.  A leaking water line in Church Street created a cavity and a sinkhole last week as well.  This was repaired by DeKalb County.  Once these issues are resolved, the contractor will continue laying new storm pipe and setting a new manhole for the  north storm line.

The photo below shows a type of storm drainage facility that you don’t see too often – a hand-built, double-wall brick culvert.  This is an indication of the age of the system being replaced.

Traffic control measures will remain in place on North McDonough Street, so expect traffic delays.

The City recently received a letter from Barbara Boyarsky, Vice President and General Manager of American Water Resources alerting us of a “Notice of Mailing to Decatur Homeowners” with the following text:

“We are writing to you as a municipal leader in the Decatur area to inform you of our upcoming mailing and educational efforts.

As you may know, most property owners are not aware that they are responsible for the water lines running through their property. American Water Resources will soon send a letter to Decatur residents, informing them of this service line maintenance responsibility. The mailing will explain that: (i) normal wear and tear can cause water line leaks or breaks, (ii) property owners are responsible for making the necessary repairs, and (iii) repairs can cost thousands of dollars. AWR’s Water Line Protection Program provides property owners with an optional means to protect themselves affordably from the expense and aggravation of water line repairs.

Please be assured that this letter explains that our programs are offered by AWR and that we are independent of Decatur and the local utility.”

The letter includes a list of bullet points about American Water Resources.  It ends with an invitation for the city to partner with American Water Resources “to jointly educate property owners” and “receive a licensing fee and create a new revenue stream.”

Please know that the City of Decatur is NOT partnering with Atlanta Water Resources and their mailing to Decatur Homeowners is not officially affiliated with the City of Decatur in any way.

lbc logoAs demolition begins at the Beacon School Complex, the City of Decatur has been working to find ways to divert materials from landfills.  Items and materials that couldn’t be used by city departments, and would have otherwise been thrown away, have been repurposed with the help of the Lifecycle Building Center (LBC).

Leading the salvage project at the Beacon School Complex was Decatur native Adam Deck, Director of Operations for LBC.   Adam grew up in Decatur and remembered playing basketball on the very gym floor he was salvaging.  The collaboration opportunity was brought to the City by resident Frank Burdette, who serves on the advisory board for LBC and has worked with the MLK Jr. Service project to weatherize homes for over 10 years.  Several volunteers also chipped in on Easter Sunday to make the project happen.

LBC started in 2011 with the goal of capturing reusable building materials from the waste stream and improving resource efficiency in the built environment.

.

The organization has developed partnerships with several non-profits to reuse items, but they also have a shop which is open to the public;

  • Tuesdays & Fridays, 10am-6pm
  • Saturdays, 10am-4pm.

Salvaged materials included cabinets from the Police Department break room, shelving, lockers, wooden benches, exit signs, sinks, and wood flooring from the Ebster Gym.  Staff from the non-profit organization Wonder Root also stopped by to collect materials that could be used in youth art projects.

The contractor has set a new manhole for the 54” south storm line at North McDonough and East Maple and is at work laying new storm pipe and a new manhole for the 48” north storm line.  After these manholes are set, new drainage inlets will be built on both corners at this location. Once completed, the sidewalks will be repaired and North McDonough Street will be repaved and opened for traffic.  Weather permitting, this should be completed in the next 7-10 days.

Traffic control measures will remain in place on North McDonough Street, so expect traffic delays.
