City of Decatur residents have six days to give their feedback (via Open City Hall) about the City of Decatur’s proposed FY2014-2015 budget.

Introduction

The City of Decatur’s Revised 2013-2014 and Proposed 2014-2015 budgets have been presented to the City Commission and is available to the public for review. The City’s budget is scheduled to be voted upon by the City Commission on June 16, 2014.

Background

The City Commission is considering balanced budgets that maintain existing service levels at the existing millage rate. Highlights of the proposed budget include:

  • No change in the City millage rate of 13 mills
  • Maintain existing service delivery levels
  • Continued focus on supporting and maintaining quality of life services
  • Implementation of strategic plan priorities
  • Capital improvements – Completion of Beacon Municipal Center
  • 3% merit-based market adjustment for all positions in January 2015
  • 2.5% merit increase for in-step, non-probationary employees
  • Pedestrian and bicycle safety improvements
  • Completion of a Unified Land Development Ordinance
  • Support of Decatur’s Kitchen Garden at the United Methodist Children’s Home

The proposed 2014-2015 budget reflects the City’s “vision-based” budgeting process which is guided by the 2010 Strategic Plan and the results of citizen and employee surveys that provide an understanding of the community’s priorities. Five interdepartmental vision-based budgeting teams convened around the four 2010 Strategic Plan principles and one team focused on support of exceptional public service based on innovation, professional expertise and creativity. In addition to descriptive narratives around each strategic plan principle, the budget quantifies how each principle is supported financially.

The proposed 2014-2015 General Fund budget totals $21,830,940. This is $1,177,150 higher than the adopted 2013-2014 budget of $20,653,790. The proposed 2014-2015 budget anticipates contributing $769,930 to fund balance. This would result in a remaining fund balance of approximately $5,862,150 at June 30, 2015 or approximately 27% of the operating budget. The City’s financial policies recommend maintaining a fund balance between 20-30% of the operating budget.

Overall, the budget combines conservative revenue estimates, prudent expenditure requests, responsible use of fund balance and a commitment to the city’s strategic plan and long-term vision.

An update process for Decatur’s tree regulations has been underway since this past fall.  The second round of revisions is being considered for adoption by the City Commission on May 19 at 7:30pm, Decatur City Hall, 509 N. McDonough St. The purpose to of the update is to modernize the existing ordinance which was developed in 1988, and encourage the conservation of existing tree canopy. Regulation of tree cover is one of several approaches being used by the city to manage the community forest.  The Decatur Tree Conservation Ordinance will provide minimum requirements for the protection, maintenance and renewal of trees.

Timeline

  • Update process started – October 2013

  • City Commission Work Session to discuss revisions – March 3, 2014
  • Second draft released – April 8, 2014

What are the impacts on residents?

Under the revised draft, owners may remove up to 3 protected trees every 18 months. Homeowners will be required to fill out a free, informational permit which will allow the City to track tree canopy. A protected tree is defined as having a 6 inches or greater diameter at breast height.  If protected tree removal is part of a project that requires a land development permit or is the 4th or greater protected tree removal within 18 months, then the owner must document the existing tree canopy cover and maintain the same amount of tree canopy once the project is complete. For example, if a property has 40% tree canopy cover and the owner decides to build an addition that will cause the removal of a 12” tree with 600 square feet of tree canopy, then the owner will have to plant  600 square feet of new tree canopy cover.

It’s cold out today in Decatur and set to get colder by evening, but tonight’s work session about the draft tree ordinance at 6 p.m. and the regular City Commission meeting at 7:30 p.m. will still take place as scheduled at Decatur City Hall, 509 N. McDonough St.

Updated information is now available regarding the proposed temporary moratorium on single-family residential structural demolition and large tree removal as a part of construction or renovation.  This proposal was initially made available on October 14, 2013 as a single ordinance.  However, after public review and feedback, the two issues have been separated into individual ordinances that can be discussed and acted upon separately.

The City Commission will discuss the proposals during the work session and regular meeting on Monday, October 21, 2013 at Decatur City Hall, 509 N. McDonough St. Both meetings are open to the public.

  • 6:30pm- Work Session
  • 7:30pm- Regular Meeting

If either or both proposals are adopted, the properties affected would be limited to those  zoned R-60 and R-85 Single Family Residential. Each moratorium would be effective through Jan. 24, 2014.
